Francisco Gil Hellín, archbishop of Burgos; Msgr. Mario Iceta Gavigagogeascoa, bishop of Bilbao; Msgr. Gerardo Melgar Viciosa, bishop of Osma-Soria; Msgr. Esteban Escudero Torres, bishop of Palencia; Msgr. Miguel Jose Asurmendi Aramedia, bishop of Viroria; Msgr. Francisco Perez González, archbishop of Pamplona; Msgr. Juan Jose Omella Omella, bishop of Calahorra y la Calzada-Logroño; Msgr. Julián Ruiz Martorell, bishop of Jaca; and Msgr. Jose Ignacio Munilla Aguirre, bishop of San Sebastián.
