The evidence was determined \u201ccredible and substantiated.\u201d<\/p>\n<p>Cardinal Pietro Parolin, in Pope Francis' name, has instructed McCarrick \u201cto refrain from any public ministry or activity until a definite decision is made.\u201d<\/p>\n<p>In a statement of his own, Cardinal McCarrick says he was \u201cshocked by the report\u201d and maintains his innocence.
