(VIDEO ONLY) Years ago, Pope Francis decreed that the pallium of the metropolitan archbishops should be conferred in their own dioceses by the nuncio. This practice has been followed since 2015. However, this does not prevent the Pope from presenting the pallium to the archbishops at the end of the Mass celebrating the feast of Saints Peter and Paul.<\/p>\n\n\n\n
