This happened during a visit he made to the residents living in the building where he stayed before the conclave. It's located within the Vatican, and its lower floors are home to the Dicastery for the Doctrine of the Faith. The visit took place on the very night of his election.
The next day, in addition to celebrating Mass with the College of Cardinals, his first decisions were also published.

It is tradition that during the Sede Vacante the highest-ranking officials of the Curia resign, and that little by little the Pope either confirms or replaces them where he deems necessary.
