Why was the Council of Europe founded?

Pope Francis will travel to Strasbourg, France, on November 25 to address the Council of Europe. The mission of this institution is to protect democracy, the Rule of Law and human rights in Europe. A total of 47 European countries are state members. ; It also has six international observers, which includes Canada, Japan, Israel, the Holy See, Mexico and USA.
